2015 is only three years away and already nations are working towards selection and for those with a top three finish at the pool stage in New Zealand seeding. The countries working towards seedings which will be based on their IRB ranking at the end of 2012 are:
Argentina, Australia, England, France, Ireland, Italy, New Zealand (champions), Scotland, Samoa, South Africa, Tonga and Wales.
The seedings as we go to press are:
level 1: New Zealand, Australia, France, South Africa
Level 2: Wales, England, Argentina, Ireland
Level 3: Tonga, Samoa, Scotland, Italy
